I personally haven't confirmed that they have halted applications, but like I said, I have read it here and a few other places now that they have apparently halted processing. Hoping that this is not true!

Some others touched on this earlier, but the way I read the new rules: no. Those who have mailed in application will not be eligible for provisional access.
