Hi Pan...it's never a good idea to totally trust preflowers. If you top a plant...always put the cutting in water and under 12/12. I will only call gender on a plant...when I see full on pistils or pollen sacks on the clones.

If it's damping off...You will see a discolored "pinched off" section of stem right at ground level. It's a fungal infection. Prop it up...it may survive.
I use a little elemental sulphur (natural anti-fungal) sprinkled at base of seedlings and clones to ward that off. Oh and ventilation...
Pressure cooker and some glass canning jars...once you have the ability to sterilize...the rest is easy...

My tap comes out under 100 and does great on plants.
One comment though. If you plan on using beneficial micro-organisms in your grow...the chlorine or cloramine needs to be removed. I use a charcoal filter for that.
