    Not exactly, when the plant plant has grown 2-3 leaf sets it is considered in vegetative stage, which continues until the flowering process begins. 2-3 leaf sets can be achieved in 1-2 weeks from soil break. The seedling is very vulnerable during this time, hence the word SEEDLING.
