I think 82 is just fine in the hot spot under the lamp because that means the rest of the room is cooler. If your ceiling isn't too low you could raise your light. It might also help if you hooked another tube up to your cool tube so that the light is on its own tube. That way you gain more control of the room temp by another fan that is not also cooling the light and the light fan can run faster helping the light be cooler. Just a thought.
