I thought the same thing. Even In unincorporated areas where there is absolutely no reason why you shouldn’t be able to grow outdoors. What is the penalty if you do? Like most things in CA it’s usually cheaper to risk the fine then paying for a permit

It all depends on where you live in the state.
Different counties, have different rules, as you've found out.
I'm in Sac county and we can't grow outside unless its in a greenhouse.
That piece of legislation ruined my yearly outdoor auto flower grow on my patio.
I miss my little Diesel Ryder girls.

It’s extremely stupid for California of all states to force people to use electricity instead of free sunlight! Draining the power grid for no damn reason!
