I've heard of legislation that forbids the public exposure of ones undergarments. This seems to be a common tie within your displayed pictures.
The legal contains something similar, that does not expose the undergarment, the illegal has them exposed.

i know in wildwood nj, a shore town, they also made a law just like this one, which to me is funny as you can walk around on the boardwalk all day in a bikini, but not with baggy pants..
the whole point is though that baggy pants are way more common today in all races of people.. it's kind of hip to wear them in this fashion, i didn't make this up, go to a mall like i said.. it's more then a gangster thing, and more of a teen ager thing, regardless of skin color..
