Well look at it this way as education has gotten stupid in USA, trends show USA is stupid in general when comparing kids from other countries were not talking there little bit smarter were talking extremely smarter then Us students

Here's a solution, if we weren't a society made up of the many who live in continuous denial, we'd cut our losses, get rid of the worthless fucks that occupy the prisons there by forcing their closure.
The proceeds could then be applied to win the war on poverty. Clearing out of the prisons should send a clear message as to the construct of acceptable vs deviant behavior. Couple the extinction of the riff raft with a well defined pathway to success for those willing to work, the future would be bright and shinny.
Of course our society is way too civilized to deal with the fundamentals of the problem. So the status quo will remain and many of the deserving will be neglected.
Sorry, no free education for Sky.

The proposed source of funding is inadequate. I suggest looking in the defense budget. Ours is the size of the next dozen countries... COMBINED. Plenty of extra cash sloshing around in there for your suggested solutions, and we'll have loads left over for free education, plus some!
If we need such a military to feel safe, then maybe we should contemplate being less obnoxious to our earthly neighbors.

First off, being mentally ill is not a crime. Funding mental health is more preferable/desireable than housing a gang banger, rapist or child molestor.
Back about 20 or so years ago, it was about 25-30K to house a prisoner. I suspect it's doubled that by now. At any rate, think of it this way, bump off one of those dudes and Sky could finish school. Those guys already made their beds let them lay in them.
Life is about choices; why invest any more in a loosing cause when there are those much more deserving?
