All Comey is saying is that we have limited information in our databases on average Syrians who lived normal lives. It does not address whether there are other methods effective at vetting refugees - which there are. It is a multi year process with dozens of interviews. Just because we don't have access to the central databases of ISIS and Syria does not mean they cannot be vetted.
