Thank you for taking the time to help me!

I used to grow indoors with soil but that was almost 10 years. This is my also my first hydroponics grow. My "investor" saw I was almost finished and decided on his own to buy some Lemon OG teens in 1 inch rock wool in a solo cup with dirt/coco. I went to the local hydroponics store and spoke with someone who claims to be doing DWC He told me to gently remove dirt from the roots and transplant them into 6x6x4 rock wool cube and wedge it in the net pot. I did so and was top feeding with 6PH 650PPM GH nuits and H2O2 (there was already white powder fungus or something on the stems of half the plants) for 2 days then RO water the 3rd day. Majority of the 16 plants were looking very unhappy so I spent the day researching. Coming to the conclusion the big block of rock wool was suffocating the plants, I transplanted them again. Only one plant had any root growth when I broke down the rock wool. I put the 1 inch rock wool cube in the net pot and gently tried to pull a few dangling roots through the bottom and filled it with hydro stones on Thursday. Every day they appear in worse condition and have a little more white on the stem . I will keep doing my best to keep them alive but I'm looking at buying some new babies and really want to do it right this time.

I'll post some pics but its 4 50 gal reservoirs to 4 30 gal controllers each suppling 2 rows of 8 5 gal buckets. I am only using 1 of 4. It is hooked up with a 1hp chiller with stainless coils in each controller. Each controller has a 1083 GPH water pump. There are 8 951 GPH air pumps, 1 for every 8 buckets with air stones.
Air temp high 70's day high 60's night 25-40% I mist them with RO water a few times a day and the room with hopes to raise %
Bucket temps 64-66
13 1000W hps 18/6 about 40 inches about plants
Im using a hose attachment carbon filter instead of RO to save water since our city doesn't use chloramine. The tap waters about 300ppm
I have GH gro, micro hard water, bloom, and floralicious. I didn't add any Cal/Mag because I am using tap..?

I feel I have been listening to too many people all with there own different ideas and think I need to talk to just one reliable person or group.

PPM, PH, and temps daytime and nighttime. I wrote it down a few times in the beginning but from my understanding isn't PPM the same as EC just a different form of measurement?
No, it isn't. The issue is that there are several different ppm scales out there, each corresponding to the EC values of different specific nutrients. Since we're concerned with the overall EC of the solution, none of them is accurate. Worse, the nutrient companies in the industry haven't settled on any one of them as a standard, so EC is the only option left.

So what are your EC and pH values?

Growth won't take off until the roots hit the water. Until then, keep top feeding.
Normally how long does it take until you see roots growing out the net pot?
Do you know if I should be using Cal/Mag if I am also using tap water?
Any thoughts on the white stem?

White stem could be a lot of things.

The time depends on the health of the plant.

Your hydro nutes should have everything the plant needs.
