They go against their own conscience, at least the few that have one when they know their actions are clearly wrong, they persist and claim they are not personally responsible. Equating legality with acceptable and illegality with unacceptable is mental sloth. It is arbitrary and disregards weighing the characteristics of the action itself in favor of the title of the perpetrator of the act.
