The entire article quotes an anonymous source in much the same way every Tesla article about how production is ramping up has been for years.
And it always turns out to be false and they always fail to meet production. This same crap has been going on for years. The simple fact is that Musk, rather than focus on Tesla car company, went out and blew billions of dollars he couldn't afford to blow on other endeavors and now he doesn't have the capitol to increase his factory capabilities to produce cars, which is why Tesla is in business to begin with.
