Douglas approves medical marijuana growing, distribution rules

DOUGLAS, MI - Growing and providing medical marijuana will be restricted to Douglas' commercial and light industrial areas, under a new ordinance approved by the City Council.
Passing a trio of regulations controlling the locations for growing, processing and distribution of medical marijuana plus the licensing of growers and limitations on caregivers, Douglas on Monday became one of the first area municipalities to adopt rules for legal medical marijuana use, which was approved by Michigan voters in 2008.

Laketown Township, Saugatuck City and Saugatuck Township councils have all decided to wait on approving ordinances until getting further direction from Lansing or state courts.

Zeeland Township Council on Tuesday, May 21, is to vote on marijuana control ordinances.
“We wanted to be ahead of the curve and determine what our local regulations should be and how caregivers could set up and operate within the city,” said Douglas Mayor Jim Wiley, noting that discussions with the city attorney brought them to the conclusion it was the time to make decisions.
“I don’t how many people in Douglas have need for medical marijuana or who will be caregivers, but we feel they need a structure to work under within the city,” Wiley said.
City attorney Phillip Erickson advised council that in his opinion “there was no need to wait on further (Michigan) Supreme Court decisions to enact the proposed ordinances.”
Douglas voters in 2008 approved the Michigan Medical Marihuana Act by 79 percent - the largest majority of any Allegan County municipality.
Under the newly-enacted ordinances and in accord with state law, Douglas city will allow registered primary caregivers to grow medical marijuana for as many as five qualified patients plus themselves. Dispensaries - which imply large-scale distribution - are not permitted under the ordinances.
In addition to limiting marijuana growing operations to commercial and light industrial zones south of the city and along Blue Star Highway, the ordinances require growing operations be at least 50 feet from any residential home, 1,000 feet from a school and 500 feet from churches libraries and other caregiver operations.

Just heard a story on NPR today about a seller from California that made a choice a few years back to move to NY to sell cannabis instead of continuing in CA. Had something to do w a serious glut out west. Guess michigan is soon on it's way to over-production and all the follies that go along with that.

I heard the same story. It had nothing to do with glut and overproduction. For years the price of pot has been propped up by a severe shortage. The price drops out west are due to a restoration of balance in supply and demand. A pound of pot should be as cheap as a pound of tomatoes.

Look I'm all for legalization. To say this bill increases the regulations on marijuana is silly. This bill gives more opportunities to grow, and distribute marijuana. Is it the total legalization I would like no however it does allow for increased distribution.

Having listened to the morning session of the committee, it appears the members are brainstorming larger issues, and not to exclude, 4271. A remark was made alluding to the notion that they are taking the longer view regarding cannabis use, to include both medical and recreational.

Quite a few of the committee members where asking things along the lines of what is the next step in the process. They often hinted at this bill being a small step in larger reform. Greg may remember some of the exact quotes. It really did seem as though the committee members where genuinely interested in gathered information about how the mmma is actually being implemented on the ground, how it can be improved, what obstacles these improvements are running up against, and how hb 4271 or different future legislation can help facilitate a safer, more easily accessible mmmp.
