I think the 26w leds alone should be ok to grow a seedling that small. I grew my plants out to their first node under a 30w purple led set, and they were fine so long as I kept the light close. Do you happen to know the color temperature of each of those bulbs? It should be a number like...

I do want to add for full disclosure that I used a concentration of about 15% and this seemed to be too strong for a foliar spray. I don't really know much about neem oil, but I know lemongrass oil is used in all sorts of commercial insecticides. It'll kill cockroaches and stuff, so I figured it was worth a shot.

I reckon they'll have some citrus flavor to them. But I'll take a little lemon flavor over a swarm of aphids bouncing around in a mylar paradise. And predators were never on the table. The location does not make it possible.

I bring good news from the lemon-scented battlefield. While there are still some aphids that I have spotted here and there (ew btw) mostly the undersides of leaves look to have small circular holes, but no passengers. I think they really don't like the lemongrass oil.

You're going to need some good clippers for pruning if you want to harvest this plant anyway, so there's really no excuse for not removing dead foliage. And I may be mistaken, but a "hot" soil means it's loaded with nitrogen. You would still benefit from other fertilizers and additives, like...
