Hey guys I'm having a little trouble identifying what this is any help is appreciated ( pic below )

I live in texas so i dont think humidity is the problem, my weather app says its around 45%. Could they be getting to hot? The temp is around 80 - 90°f at day and 60 - 70°f at night
