ummm correcdt me if im wrong, but your laundry outlet sounds like it is 240v... not 120v, because the color combination red black and white in a residential setting (or commercial for that matter) is a 240v circuit w/ a neutral.

let me ask you this.. on the laundry plug itself, what does it look like? does it look like a regular outlet except the slots are turned sideways-

is the box the 30amp laundry outlet is in made out of metal, or plastic? if its made out of metal you can round the ground wire from the subpanel to a screw in the box. if its not metal, you definitly cannot use the white as a ground, oing so will energize the can and candoor and anything you have plugged in to the subpanel, and you dont want that.
