680 watt led only at 40%, fox farm ocean, 24 hr light, water source from tap, 48 days old, still in veg.

im using a led at 40% and have only used water so far.

I'm a couple weeks into veg, I have the light on 40%. I switched from a 400w HPS.

i bought a VIVOSUN 4x4 Grow Tent, 48"x48"x80". i was wondering if my 400w hps is good for this size tent. i was also looking into getting a HGL Scorpion Rspec 600w or the HGL blackbird 2022, are these any better?
