12/12 switch. The flower start to pop up after 13 days or so

This is my friend’s greenhouse. I visited him today and when I saw he’s flower I’m was so surprised he’s flower wasn’t that big. He’s growing gg4 and for 27 days I thought it should be bigger than that. What do you think??? Please comment anything helpful would be gratefully appreciated.

I don’t mind paying that bet but I think he has another problem that he didn’t notice I think. He’s plant top half has really hollow stems and not even hard. It’s squishy and hollow. I couldn’t tell him what’s wrong.

I spray water mist as soon I saw the problem and going to spray again later today before sunset. And will let it sleep for few hours before lights on again.
