If it's one of those mechanical timers with the tabs or pins you push in/out, you might want to give it a slow spin all the way around to make sure lights aren't turning on randomly during the dark cycle. Also the mechanical ones will usually have a switch for "always on," make sure that's not turned on too.

And get that dead one out of there, sorry for your loss...

that soil looks like top soil, find something more like:
  • Sphagnum Peat Moss
  • Perlite
  • Dolomite Lime
and if your not feeding nutrients, some soil more like no till...i dont do that so i cant say a specific brand or recommend a recipe. i feed.

If you don't see preflowers within 2 weeks of 12/12 then you're not running 12/12. Somethings wrong with your timer or you have a light leak. By week 3 of flower I have hairy little budlets all over and I've grown hundreds of different photoperiod plants.

Environmental variables like heat and humidity aren't going to stop the plants from going into flower IME. I've had power outages where plants were just going into bloom and still, within 2 weeks they had flowers starting.
