I germinated them then put in soil on Jan 11 the tallest one is 1 foot tall from the soil and I have a 5ft grow tent

i found some t4 bulbs that are 4200k could i use those during the veg stage? Right now I have 1 T5 and 8 23w 5000k bulbs. Could I use them?

I have 32 x 32 x 60 grow tent and I have 8 23w 100w equivalent 5000k bulbs I also have 1 t5 6500k producing about 4900 lumens and the 8 produces 1600 lumens each which is 17,700 lumens is it enough light? I'm trying to grow 4 plants one has taken off compared to the others two of them are about...
