Yeah spray with lights off, as for watering it's all dependent on your environment and pot size/plant size. Make sure the first 2 inches of soil is dry before you consider watering. Hope this helps

Maybe russet mites. Do you have a scope to see if it could be them? They always start from the bottom up.
