I dont know about that, I know people that start to flower at 12" and will get 2oz/per plant... its all about the light/nutes/care etc I plant to flower at 12" need to consider height limits also, they may double/tripple in size, so if you only have 4 foot of clearing you dont want to flower...

FYI, if its your first "true" grow start to finish... may want to figure in a bit more time. I'm on my first grow now and I had MANY learning curves, the seedlings had a very slow start. Though its fixed and they're growing like crazy in the past 1-2 weeks... I'm at week 7 and only about 7-8"...
