I doubt his soil is hydrophobic so early on. And the OP said it's pretty wet below the surface. My guess would be the soil is just a little too wet underneath, and the roots are a bit saturated, and not having to go look for more water in the soil. The temps and humidity all sound fine, though...

I agree, bottom watering would benefit the OP. I always bottom watered SIP style when I ran autos. Took all the guess work out of watering little seedlings in large containers.
