Cheap ones are shit, i only use vishay but they are a tenner each. You can cut the dimmer off to see if that's the problem. It will run 108% with no dimmer.

Either a faulty watt meter or dimmer.

Take a pic of the wiring if you can. Are you using a dimmer or is it just capped with wagos?
