It looks like you drill a hole in the cork and stick the fitting in. I'd imagine the purpose is so that the wick pulls out of the jar smoothly. And also if the flame ever reached the metal fitting I'd think it would extinguish.

You should pick up some aluminum foil tape from home depot. Much much easier to work with, and designed for HVAC. No leaks, super easy to apply. I use it for everything besides taping up breaks on the plants.

That's a neat idea for wick. I'd pick one up and start using wick again if dank made some. Also those recyclers are really tight man. Everything is looking super heady as always.
