agree with Roger, you should use ph'd water, most Fert's are N-P-K so what your using is 13N-6P-10K, in my opinion a little strong for seedlings but to each their own,

I think that the light has to produce enough energy for the plants to absorb and use in order to "wake em up" and cause stress. Such as the light itself turning on mid sleep, or a incadescent room light being turned on for long enough with light leaks that eventualy cause the plant to start...
