Grape stomper

This is 3 weeks out. My untrained eye is telling me leave it alone. Think i got a ph imbalance from overwatering couple weeks ago on the gary payton on the right. Grape stomper on the left.

Also no way is it powdery mildew, my pepper is on a drip system and i live in the desert. They havent seen rain in 3 months.

I could be wrong but i think those are aphids. I have the same thing on 1 bell pepper plant. My buddy had them on his tomato plant told me they were aphids. I also think the leaves will react to aphids and they leave a weird brown/crumbly leaves
