5 days old. When does veg start?

I'm waiting to top this plant. I plan to pluck the 5th set of leaves so I can do a 4 way LST and scrog. Do I do that while it's in the cup or in the final pot (3 gal smart pot)? Transplanting the plant and then topping seems like a lot of stress.

Actually the redness is 70% gone now. I only added like 10ml of Poland Spring today. Outside of that the last time I watered the soil was before the seed was put in the cup. Poland Spring has a pH of 6.3 I looked it up.
