    I'd check out Solis Tek, they have ballasts that stagger when programmed together. I've heard they're really top of the line stuff so expect to pay a premium, but this would definitely help you with energy spikes.

    It seems he has a cool tube without the glass, so this wouldn't really help. You need a cool tube in a space like that with that much wattage, or a AC unit pumping cold air in and an exhaust at the top removing hot air.
