it is still flowering because it is a sativa. some sativas will almost never stop flowering, and you can harvest them for months. but if they have been flowering this long and are still producing new sites you can harvest the whole thing if you want. i bet those nugs have major dreadlocks.

flowering should take between 7-12 weeks no matter how long you vegged it. there is always the chance of light pollution which may make the plant swing back and fourth between veg and flowering, but this is unlikely.

see t5 multi bulb setups give off a lot of heat for the amount of light they produce. with mediocre lights and a possible temp problem, fluffy buds are likely.
