They sell 6" booster fans at Home Depot for less than $50. You'll have to cut a hole in the ceiling and run ducting through.

I'd go with the 400W. Inside Sun sells them for $90 bucks. I bought a 400W from them and it works great. I would buy it from their e-bay account though.

I haven't found any fixtures that short suitable for growing, but you can always just add higher powered CFLs in there. Home Depot sells 105W 2300K CFL bulbs for like $13 I think. They are bigger, but small enough to where you could prolly fit up to 6 of them in there, but two would do you fine...
