the plant is about 3 months into veg. changed the lights to 12/12 last week and buds starting to grow and look nice but balls???

I have not started to use fertalizer yet did not know if i should. am going to get some bigger pots and perlite. Is it worth putting them in the big final pots yet or size up and then transplant latter? the water here is very hard is it a possibility that that is the cause?
