it was just some old hard dirt in the backyard then i dug it all up with a shovel and put plants in it. but its just a thin strip of dirt probably 2' by 20 feet

i have some tomato and other plants in the ground and everytime i water them this white foam bubbles up on the top soil and just stays there. its kinda white and kinda clear. it almost looks like the foam you would see in the ocean. any help?
