dude you are overthinking it hard.Seeds can take from 12 hours to 4-7-8 days to germinate depending on seed age and a lot of other factors , just leave them be in the paper towel don't expect instant germination .

get the light closer to them or put something under the pots to lift them up , no reason to have the light so far away at this stage , presuming you kept the previous light at the same distance , they have stretched a lot from that .You don't need a strong light for the plants not to stretch ...

I always use this method myself , never had a proper seed tho , don't know if I would try it with an expensive seed. But it does work , I've had tap roots in less than 12 hours in the wet paper towel after scrubbing the seed with a nail file.
