Do i absolutely need rooting solution when cloning?

What is the minimum time my seeded plant should be in the veg stage before I flower it. My growing space is short, about 3 feet tall (it's in a closet) and I don't want the plant to get so big that it reaches the ceiling. Please help and thanks in advance :idea:
