here are some pics not sure whats going on. only thing i can think its light burn. i sprayed some neem with lights off 3 days ago this started yesterday and it seems the spots are really dark then turn almost white and clues?

Like post says i'm in need of some help. I bought some G/H powergrower eco buckets from my local shop. They told me to run the water every 15 mins by the hour and have them off when light is out but my plants feel really dry, and they look droopy. Any advice would be really helpfull at this...
