Hi, does anyone know if i can cut the top off a plant during flowering because its getting too tall?

Hi, would it be better to use a 125w blue cfl for veg, then switch to red for flowering or just get a 300w dual spectrum cfl for the entire grow?

Finally got sum pics up. I think 1 of the plants is way too lanky. my setups a 150w hps lamp, i havnt used any nutes or anything, just water. Both plants are about 5 days old and look stretched. Anyone have any idea of what i shud do?
