Im gonna say probably not. a 400 watt has a 3.5'x 3.5' footprint, plants can double to triple in size when flowered.

I vegged these 4 plants for about 6-8 weeks under a 400MH, theyre 10 days in flower now under a 400HPS in a 4x4x7 and are starting to grow onto each other a bit. If you want them a bit on the smaller side only veg 4-6 weeks. Hope this helps some.
