Isn't topping where you cut off the top of the stem so two will grow instead of one? When should I do this?

two of my plants have a white substance on a leaf each. It's not overpowering them and running rampant but it is worrying me because it has happened to more than plant. It almost looks like something dried up on it. It probably came from a nutrient deficieny, could this be the case?

hmm, so I think I should get a more powerful light, but what I like about the T5 I have now is its inexpensiveness. Would a HPS light cost a lot more, to buy and to run? I spent $140 on the one I have now and would spend roughly around there again.
