It definitely looks like nutrient burn... Grow your seeds only in peat next time, no nutrients until the small round leaves are completely gone or you see some yellowing. Fitz is right, once seedlings stunt they are just going to be a headache until they finally die.:sad:

Best wet to dry ratio in my experience is the super lemon haze. The buds lost some weight, but they lost very little girth while drying.:bigjoint:
