Looks like it could be spider mites... I don't have any personal experience with them but I've done a lot of research on them. They say the best way to get rid of them is to introduce ladie bugs into the grow but you may want to do your own research to make sure that's true. I'm still new at this.

Thanks for your comments guys, I really appreciate it. The light is currently resting on the box (the metal case hangs down about an inch past the bulb so it isn't touching the cardboard.) I believe it was about 23 dollars at home depot, but I just had it in the basement from a blacklight rave...
