Can anyone tell me if the wattage you all are talking about (i.e. - 200 watts cfl & 400 watt cfl) is the bulbs output wattage or the wattage it uses to power it? For example i went and bought 4 x 100 watt light bulbs of the 5600k but each bulb is 100 watt output and 27 watt of electricity...
