ok so ill start veg beginning of april, then may move them out... and the big quest. will they start flowering when i take em out? or should i put em 12/12 and when they show first signs of buds put them out

hey whats up guys quick question here ... here in chicago its cold as fuck right now but in may-july it gets hot as fuck. So the question is should i i try to grow some plants in that period of time ? or should i grow them out then put them inside?

well im going to grow weed with my buddy and we are planing in building a big dark room in his backyard,and we dont know if we should use cfl or hps.We need something that doesnt make too much noise and that doesnt make a very huge difference in the light bill.so yeah what do you guys recomend...
