That's a tough one bud. You need a intake down low and a exhaust up top somehow. How do you plan on handling odor later on in the grow ? I'm thankful I own my house. :)

PC fans run on 12 volts DC.

Mine prefer a temp in the 75~80 range. Upper 80's is a tad warm.

Do you have a large amount of fans blowing through the plant ?

I have grown the same strain several times(Clones) and the last grow I added a few UVB Reptile bulbs hanging between the Gals. Made a big difference on the Frost effect. FYI I'm using Blackstar LED panels.
