    The answer is yes. Yes you can. My words of wisdom are, carbon filter, keep the noise down and don't use too much space. I would also say the cap on watts you could safely pull would be around 3000w, so what I'm saying is you couod do something worthwhile. I wouldn't worry about the neighbor...

    Led and some petflora wisdom. And depending on your grow style(ie how many plants) I say 600w hps or x2 400w much and hps. And the whole setup strategically set up and ventilated so as to use bare bulb reflectors.
