    Just turn down the exhaust if you're getting too cold but the plants should handle it up to ~60-70'F, just might stunt their growth a little. Might want to watch the humidity when you flower, it's a little high and might cause mold.

    The 600 watt DE's fire at 200v which is higher than standard HPS bulbs but the 1kW DE bulbs, at least the Ushio ones seem to operate at 230v which is similar to regular HPSes. From the looks of it all that's required is a high frequency ballast.

    Shouldn't be enough light/heat for you to worry too much about at least regarding hot spots. Even if you're running the hood fan at half, your primary concern should be ventilation. It looks like quite a tiny area with no A/C or exhaust which could heat up the area and cook your plants...

    Typically the increased yields from higher quality lamps will more than make up for the cheap bulbs - that and less light deterioration means less bulb changing in the first place.

    Really if you're running actively chilled water too much air might not be a good thing. All it does is heat up the water which winds up reducing dissolved oxygen capacity. Bubbles contrary to popular belief doesn't actually transfer that much oxygen to the water - it's the surface disturbance...
