If you cannot get a tent/carbon filter setup and do it securely indoors, then just hang dry the crop outdoors on site. Your putting way too much thought/worry into this IMO and making it far more complicated than it needs to be. Do not need a shelter of any type, as it will only restrict airflow...

I concur. This is really simple if you have an indoor location to utilize. All that is needed is a grow tent, exhaust fan, carbon filter, ducting, and a small floor fan to provide some air movement. There will be ZERO odor issues.
