So I can't use an eye hortilux 600 watt bulb with the ballast dimmed down to 75%? Also, could you link me to some recommended 750watt bulbs? :)

Probably a simple question but I just wanted to make sure. I have a 750 dimmable phantom ballast. I can use a 600 bulb on the 60% power setting correct? Edited to add, can I use it at 100% which would be the full 750 I assume? Im not understanding why they make 750w ballast but only 600w -1000w...
