1 42 watt cfl or 2 27 watt cfls

I am wondering what is better, 1 42 watt soft white clf or 2 27 watt day light clfs? I will be vegging a few plants and i am wondering whats better? and whats better for flowering, soft white, bright white, or day light cfls?

dominant Daylight = vegging

dominant Softwhite = Flower

If your vegging one plant get a few daylight cfls and when it comes time to flower surround that bitch with a mix of spectrums. Go heavier on the 2700K(soft white) for flower cause that is what will help.
