I would say it would burn them up. But I'm just an old man guessing. For a few dollars more you can get a real, low end, mh or hps bulb.

That light will put off more heat than it will lumens. You'd be better off spending $10 on a 4 pack of 23watt 6500k clfs. That would veg one plant for a while.
