I'd say that's a terrific waste of $40. Are you going to plant the bulb and hope a car sprouts from it? =p
But seriously, halogen lights produce more "red" light which isn't good for vegging a plant (doesn't promote leaf/stem growth as efficiently as blue light). Fluorescent lights give off more "blue" light and are better for starting seedlings and sustaining a plant throughout the vegetative growth period. This isn't to say that you can't use both red and blue light, but using only red light during the seedling/vegetative periods can result in stretching - not because they are hot, but because of how the plant utilizes different "colors" of light for different stages of its life.
